Financial Supervision in Costa Rica

Costa Rica is a country with a diverse financial sector that has made positive strides in integrating into the global eco-nomy while maintaining a strong commitment to financial control mechanisms. This approach provi-des investors with a greater sense of legal certainty and aligns the country with the strictest international standards established by multilateral organizations, such as those promoted by the Financial Action Task Force (FATF).


In Costa Rica specifically, financial supervision has been in place for more than 30 continuous years. The governing body responsible for this framework is the National Council for the Supervision of the Financial System (CONASSIF), a high-level collegiate body whose purpose is to provide uniformity and integration to the regulation and supervision of the National Financial System (NFS). Its key functions include the provision of legal advisory services, economic and financial advisory services, internal audit advisory services, and macroprudential oversight. While supervisory efforts are led by CONASSIF, Costa Rica’s financial system consists of four sectors. The established four Superintendencies are:

General Superintendency of Financial Institutions (SUGEF)
SUGEF is responsible for supervising and overseeing the national financial market to ensure its stability, soundness, and proper functioning. Its mandate includes the supervision of public and private banks, savings and credit cooperatives, mutual associations, and financial institutions.

General Superintendency of Securities (SUGEVAL)
SUGEVAL regulates, supervises, and oversees Costa Rica’s securities market. Its responsibilities encompass the stock market, brokerage firms and their management companies, as well as entities that issue securities.

Superintendency of Pensions (SUPEN)
SUPEN is responsible for regulating, supervising, and overseeing the pension sector. It supervises all entities that manage the assets and resources of pensioners and contributors.

General Superintendency of Insurance (SUGESE)
SUGESE regulates, supervises, and oversees the insurance market, including insurance companies, agencies, and brokers.
